This means that the teacher hopes this is where the student will end up after the intervention is finished. The blue dots and their connecting line, represents the child's performance each time they were tested on their "newspaper reading."
For this specific example, the child was receiving a form of intervention for about three months. From the points graphed above, it appears that the student is responding well to the intervention and that by March 20th, he should be at the projected goal for his "newspaper reading" activity.
As a whole, these graphs allow for teachers to make sense of trends and patterns within the progress monitoring progress and therefore make the appropriate adjustments to the intervention.
